You, as a seller, can set the terms of sale of goods. However, you should know that auctions, marketplaces and payment systems also have their own terms of service that take precedence over the rules you set.
Otherwise, if you have specified in your listing (product card) or selling policy terms that limit or negate the rules established by the marketplace or PayPal, then in the event of a conflict and/or the buyer’s filing of a complaint, your terms will be ignored.

Typically the shipping time should not exceed three weeks from the moment of payment. In theory, the buyer can file a complaint about non-receipt of the goods the day after payment. Such a claim is reviewed by PayPal for 7 days, and PayPal may require up to another 7 days for additional information. If the tracking number of the shipment does not indicate delivery during the review, the case will be closed in favor of the buyer, however there will still be 7 days to appeal if the package is delivered. Regardless of the delivery timeframe stated by you in the product description, PayPal will rely on these terms.
You stated that the agreement is final and you will not accept the goods back under any circumstances.
However, under PayPal rules, a buyer can return the goods to you within 180 days of payment by filing a dispute on the grounds that the goods, for some reason (or in their opinion), do not match the description. The buyer cannot demand that you pay for the return shipping, and must send the goods at their own expense and with a tracking number, but you will not be able to refuse to accept the goods back.
You stated that you ship the product to any address.
However, PayPal, in the event of a complaint filed by the buyer, will not accept the tracking number of the shipment you sent as proof that the goods were shipped, if the tracking does not show delivery to the address specified by the buyer when paying through the PayPal system.

Any payment that is in processing, which you see in your store as initiated by the customer, may be declined by the payment system due to non-compliance of the payment with the security protocol. The decision to ship the goods before the payment is credited is quite risky and is taken at the seller’s own risk.
It is understood that 99% of customers really want to receive the goods and are willing to wait the time you specify, however you should remember that there are extremely nervous and suspicious customers who “for safety” file complaints about not receiving the goods the day after payment.
Also, one should not forget about a small percentage of fraudsters who take advantage of sellers’ ignorance of the rules and obtain both the goods and a refund.
