But PayPal turned out to be craftier — as far as I can tell, the system analyzes not only the notes, but also how often transfers arrive, the senders’ IP addresses and the amounts.
When Andrii received 12 transfers from different people within one month, ranging from $300 to $800, we assume that PayPal’s algorithms may have reacted to that activity. His account was blocked, even though every transfer had been labeled as a gift.
How PayPal detects commercial activity
Having studied a great many account blocks, I believe I have identified some possible triggers in PayPal’s security system:
1. Analysis of transfer notes. We assume that PayPal uses machine learning to analyze the text of payment notes. Possible trigger words include:
- “payment”, “invoice”, “order”, “purchase”
- “service”, “product”, “delivery”, “shipping”
- Order numbers and product SKUs
- Links to websites or social media
2. Incoming payment patterns. Any of the following could lead to a block:
- Regular transfers from the same sender
- Multiple transfers from different people within a short period
- Amounts that match product prices or their multiples (e.g., $25.99, $49.95)
- Transfers that arrive right after activity on e-commerce platforms
3. Geographic analysis. As far as I can tell, the system may analyze:
- Senders’ IP addresses (if many transfers come from the same country)
- Time zone mismatches (payments arriving during the sender’s business hours)
- The recipient’s location and typical behavior
4. Integration links. Possible grounds for suspicion include:
- Links to e-commerce platforms (Shopify, WooCommerce)
- Use of the PayPal API
- Connections to analytics systems
Realistic timelines for unblocking and getting your funds back
Officially, PayPal says accounts are blocked for 180 days, but our company’s experience with clients paints a more complicated picture:
- Minimum period: 180 days from the last transaction
- Paperwork: 2-4 weeks for an appeal to be reviewed
- Additional checks: up to 60 days if fraud is suspected
- Actual time to get funds back: 6-8 months at best
3. The financial math: calculating PayPal fees
The fee-free period: what’s left once the perks are gone
PayPal ended its fee-free period for Ukrainians in spring 2025. Standard fees now apply — exactly as I predicted at the start of that year:

- Receiving transfers from abroad: 3.4% + a fixed fee
- Domestic transfers: 1.9% + a fixed fee
- International transfers: 5.4% + €3.99
- Transfer from PayPal to a linked card: $4.99 per transaction

Keep in mind: even with these fees, PayPal in Ukraine is available only for personal, non-commercial transactions.
Hidden costs many people overlook
Double currency conversion: PayPal doesn’t work with the hryvnia directly, which means your money is converted twice:
- PayPal converts your currency into USD/EUR at its own rate (minus 3.5-4%)
- Your Ukrainian bank converts the USD/EUR into hryvnias at its own rate (minus 1-2%)
Example calculation for €1000:
- €1000 → PayPal converts it to $1065 (PayPal’s rate is usually 1-2% worse than the market rate)
- PayPal fee: $1065 × 3.5% = $37.28
- Remaining: $1027.72
- PrivatBank converts it into hryvnias: ₴42,651 (at a rate of 41.5)

- Use only your own card
- The name on the card must exactly match the name on your PayPal account
- When you first link a card, PayPal charges $1-2 for verification (and refunds it later)
Step 7: Verification (if required) PayPal may ask for additional documents in the following cases:

⚠ IMPORTANT TO REMEMBER: PayPal in Ukraine is available only for private, non-commercial transactions — receiving personal transfers from friends and family, and paying for purchases on international websites. 1. Limits on unverified accounts. Unverified Ukrainian PayPal accounts are effectively capped at $500 a month, but daily limits can be as low as $100-200. These hidden daily limits can seriously restrict even personal transfers.
2. PYUSD stablecoin support. PayPal is actively developing its own stablecoin, PYUSD, with the option to earn 4% a year, but this feature is completely unavailable to Ukrainian users because of the platform’s geographic restrictions.
3. API access. Ukrainian developers cannot access the PayPal API or webhooks, or integrate PayPal into their apps, which makes it impossible to build automated payment solutions even for personal projects.
4. PayPal Chargeback. Chargeback protection, which covers “unauthorized” payments and “item not received” claims, works only for business accounts, and these are unavailable in Ukraine.
